Brigadier General Janeen L Birckhead
BG Birckhead received her commission as a distinguished military graduate of the Reserve Officers Training Corps (ROTC) at Hampton University. She completed the Chemical Officer Basic Course and served three years in the U.S. Army Reserves. In 1994, she received an appointment to the Maryland Army National Guard (MDARNG) in the 29th Support Center and later as Aide de Camp to The Adjutant General. She has commanded at the company, battalion and brigade levels. She was mobilized in support of OEF/OIF 2004 – 2005, serving as the Tiger Team Leader and Designated Military Officer for the Office of Administrative Review for the Detention of Enemy Combatants.
In 2011, BG Birckhead deployed as the Deputy, Current Operations, Security Partnering, and International Security Assistance Force Kabul, Afghanistan supporting the implemented plans to grow and field Afghan National Security Forces. Upon redeployment, she was assigned to the Joint Forces Headquarters (JFHQ) as Division Chief, Logistics (G4). BG Birckhead commanded the 70th Regiment (Regional Training Institute) responsible for several US Army Training and Doctrine Command courses. Thereafter, she served as Director, Legislative Liaison for the Maryland National Guard until assuming Command of the Maryland Army National Guard in 2018. BG Birckhead simultaneously commanded the MDARNG and Task Force Capital following the attack on the nation’s Capital through the 59th Presidential Inauguration. Maryland’s Governor appointed BG Birckhead to lead Maryland’s COVID-19 vaccine Equity Task Force in January 2021. She is also the Deputy Commanding General – Reserves Affairs, at the United States Army War College.
Among BG Birckhead's military decorations are the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Air Force Commendation Medal, Army Achievement Medal, Army Reserve Components Achievement Medal, National Defense Service Medal, Armed Forces Reserve Medal, NATO Medal, Overseas Service Ribbon, Army Reserve Components Overseas Training Ribbon, and Afghanistan Campaign Medal.
In her civilian capacity, Ms. Birckhead serves as a Senior Advisor in the Bureau of Trust Funds Administration (BTFA) at the Department of the Interior; Washington, DC. Ms. Birckhead began her civilian career in the Washington, DC in the United States Senate. After working in several positions on the Hill, she left to take a position working for the National Guard as the State Equal Employment Opportunity Manager. Ms. Birckhead was a Special Agent and Special Agent in Charge for Defense Security Service before returning to the Equal Opportunity and Civil Rights field at the Office of Personnel Management followed by the Department of the Interior. BG Birckhead graduated with honors from Hampton University with a Bachelor of Science in Political Science. She holds two Masters Degrees; one from the University of Maryland University College and the other from the U.S. Army War College.
