10th Medical Regiment S3 Operations Officer

The Operations Officer is the principal staff officer for all matters concerning operations, plans, force development, and modernization. The Operations Officer coordinates with the Commander, Command Staff, and OICs to ensure the readiness, operations, force development, and modernization of the medical and allied health functions of the Maryland Defense Force. The Operations Officer also assists the Commander and Executive Officer to plan, establish, direct, and supervise the health delivery activities within the MDDF units and, as tasked, in support of the State of Maryland and the Maryland Military Department, including MDARNG, MDANG, MEMA and appropriate state agencies through mission-related tasking.

The S3 Operations Officer's responsibilities include:

  • Maintain current Command SOP and, specifically, the internal SOP for the S-3 unit.
  • Maintain records to provide the Commander with essential information.
  • Perform staff supervision of activities and units assigned, attached, or under the operational control (OPCON) of the command that come under S-3 to ensure adequate support of the command.
  • Recommend and coordinate assignments and personnel issues affecting the S-3.
  • Coordinate procurement, storage, issue, and distribution of equipment in the S-3.
  • Support assigned, attached, or OPCON units or individuals under the supervision of a particular staff section (such as with administration, shelter, food, and supplies);
  • Act as a staff advisor for assigned, attached, supporting, or OPCON units or personnel in the S-3.
  • Determine, plan, evaluate, and supervise specific training requirements for the S-3.
  • Prepare, coordinate, authenticate, publish, and distribute the command standard operating procedure (SOP), operation orders (OPORDs), and fragmentary orders (FRAGOs), in coordination with the D-3, D-5, D-7, Commander, and other applicable staff units.
  • Review plans and orders of subordinate units.
  • Review entire OPLANs and OPORDs for synchronization and completeness.
  • Monitor mission/deployment operations.
  • Ensure necessary support requirements are provided when and where required.
  • Recommend intelligence requests to the Commander.
  • Plan troop movement, including route selection, priority, timing, providing for security, quartering, staging, and preparing of movement order.
  • Furnish priorities for allocation of personnel and systems replacement to units.
  • Recommend the general location of command posts.
  • Recommend task organization and mission assignments to subordinate elements.
  • Coordinate and submit After Action Reviews (AARs) to the D-3/Commander.
