COLONEL LOUIS “PATRICK” HAWKINS

Louis Patrick Hawkins Jr. is a native of Parkdale, Arkansas
receiving his commission through the Army Reserve Officer
Training Corps in 2002 upon graduation from Henderson St.
University, Arkadelphia, AR. He commissioned as a Second
Lieutenant in the Field Artillery where he served with B-
BTRY 1/206th Field Artillery Regiment in Paris, AR. He​
deployed to Iraq with the 39th IBCT (The Arkansas Brigade)
in 2004-2005 Operation Iraqi Freedom II as a Fire Direction
Officer and later Executive Officer for B-BTRY. After
deployment, he branch transferred to Aviation being assigned
to the 77th Theater Aviation Brigade located at Camp
Robinson, North Little Rock, AR. He then commanded the 2-238th Air Ambulance Company in Kosovo 2010-2011 (KFOR 13).


COL Hawkins assessed into the Army Acquisition Corps in 2011 serving as a Systems Integrator
for the LUH-72 Lakota and CH-47 Chinook helicopters at the National Guard Bureau (NGB) in
Arlington, VA. From 2012-2015, he served as Assistant Product Manager and Government
Flight Representative for the Product Management Office, Ground Maneuver Unmanned Aircraft
Systems (Shadow) at Redstone Arsenal, AL. From 2015-2016, he was assigned to the Pentagon,
Office of the Assistant Secretary of the Army, Acquisition, Logistics, and Technology where he
served as a Department of the Army Systems Coordinator (DASC) for Product Management
Office Ground Sensors and Product Director Office Combat Terrain Information Systems. From
2016 to 2017 he transitioned to the Office of the Deputy Assistant Secretary of the Army,
Acquisition Policy and Logistics where he managed portfolios for Program Executive Office
Aviation and Missiles & Space as a Weapon System Logistics Manager. From 2017 to 2019, he
served as Deputy, Acquisition Management Office at the NGB. From 2019 to 2021 he served as
the Battalion Commander of the 1-224th Security and Support Aviation Battalion MDARNG
located at Aberdeen Proving Grounds, MD. In 2021 to 2023 he joined the team at Army Futures
Command (AFC) serving as Chief Strategic Initiatives Group for Acquisition & Systems and
AFC Senior Guard Advisor. From March 2023-2025, he served as the Commander of the
29th Expeditionary Combat Aviation Brigade (ECAB) at Aberdeen Proving Grounds MD. Currently he's the Chief, Joint Staff, Maryland National Guard, Camp Frettered Military Reservation.

COL Hawkins’ education includes a Bachelor of Arts Degree from Henderson St. University in
Political Science, a Master of Arts Degree from Webster University of St. Louis in Management
and Leadership, and a Masters of Strategic Studies as a graduate of the U.S Army War College.
He also holds a FAA commercial, instrument helicopter rating and a commercial multi-
engine, instrument fixed wing rating. COL Hawkins’ awards include but not limited to the Order of Saint Michael Bronze Award, Meritorious Service Medal, the Army Commendation Medal, the Combat Action Badge, the Senior Army Aviator Badge and the Army Staff Identification Badge. COL Hawkins’ mother (Celia A. Davis) and brother (Jonathan Davis) resides in Florissant, MO.
