Tuition Assistance Programs

State Tuition Waiver (STW)
The State Tuition Waiver is available for Soldiers and Airmen attending a “Partners in Education” institution. In order to apply, Soldiers and Airmen download the State Tuition Waiver form, have their Unit Commander sign the letter, and turn the completed document in to the finance office/bursar of their school. ​​​​​​Federal Tuition Assistance (FTA)
Federal Tuition Assistance (FTA) is a benefit available for Soldiers in the ARNG that may be combined with the State Tuition Assistance (STA) programs. This program is governed by GoArmyEd (www.goarmyed.com). The Education Office can assist Soldiers in setting up their account and applying to Tuition Assistance.

Federal Tuition Assistance Policy after 5 August 2018
On 5 Aug 2018, the Army’s Tuition Assistance (TA) program changed. The new policy will allow Soldiers to use TA after successful completion/graduating from AIT, OCS or BOLC. Soldiers are eligible for up to 16 semester hours per year. The GAE/FTA program is broken down into two tiers. 

Tier 1: Soldiers who have a) not attained a bachelor’s degree and wish to pursue an undergraduate certificate/diploma, or associate or bachelor’s degree; or b) have previously attained a bachelor’s degree without the use of TA and wish to pursue an undergraduate or graduate certificate/diploma or master’s degree. Soldiers establish Tier 1 TA eligibility as follows: 

(1) Enlisted Soldiers who have graduated Advanced Individual Training. 

(2) Warrant officers who have graduated Warrant Officer Basic Course. 

(3) Officers who have graduated Basic Officer Leaders Course. 

Tier 2: Soldiers who previously used TA for any portion of their undergraduate degree, have attained a bachelor’s degree, and wish to pursue an undergraduate or graduate certificate/diploma or master’s degree. If TA was used for any portion of the undergraduate degree, Soldiers establish Tier 2 TA eligibility for pursuit of a master’s degree as follows: 

(1) Enlisted Soldiers who have graduated Advanced Leaders Course. 

(2) Warrant officers who have graduated Warrant Officer Advanced Course. 

(3) Officers who have graduated Captain Career Course or equivalent.

Soldiers will continue to receive up to $250 per semester hour and the current policy limits of 130 semester hours for completion of a bachelor’s degree and up to 39 semester hours for a master's degree remain in effect. Soldiers cannot use TA for a second equivalent degree, i.e., no second bachelor’s or master's degree. All courses must be part of an approved degree plan. TA cannot be used for first- professional degrees, e.g., PhD, MD or JD. In addition to DA adverse action flags, we will continue our policy to not allow TA for Soldiers who are flagged for APFT/AWCP. However, no further TA-funded enrollments will be authorized until they meet the new eligibility requirements. ​​​​​​State Tuition Assistance Reimbursement (STAR)
STAR is a program available to MDNG Soldiers and Airmen whose Tuition and Fees are not 100% covered by STW and FTA. Service members can be reimbursed for these costs each semester. Service Members are required to turn in the STAR form to the Education Office, signed by their unit commander, along with a copy of their schedule and bill, within 45 days after the start of the semester. No later than 60 days after the end of the semester, service Members are required to turn in their grades to the Education office for reimbursement.
